Evaluation and Development of Tobacco Control Policies Using Delphi Technique

Abstract
Background: In spite of the ratification of the WHO Framework Convention on Tobacco Control in 2005, the smoking rate of adult males has been at a standstill, and the average starting age of smoking has declined gradually in Korea.

Methods: We conducted a Delphi study to assess the effect of existing tobacco control policies, the necessity and feasibility of suggested anti-tobacco policies, and the relevance of indicators for evaluating the effect of no smoking policies. To prioritize tobacco control policies, we calculated the importance scores of existing tobacco control policies and the necessity and feasibility index of suggested anti-tobacco policies.

Results: The most effective existing policies for reducing tobacco use in adults were price and tax measures, restrictions on smoking in public places, and anti-smoking advertising. The suggested anti-tobacco policies with high necessity and high feasibility were to ensure that all indoor places are free from exposure to second-hand smoke, intensify effective packaging and labelling measures, prohibit use of terms such as ¡¯low tar¡¯, ¡¯light¡¯, ¡¯mild¡¯, implement comprehensive ban on direct and indirect tobacco advertising, abolish a tax-exemption system for sales of tobacco products, develop programs on tobacco control addressed to decision-makers, healthcare professionals and other concerned persons, and enforce various monitoring researches of tobacco use.

Conclusion: The existing tobacco control policies assessed to be effective are needed to enforce progressively. The suggested anti-tobacco policies are required to set their priorities and introduce selectively by the necessity and feasibility of theirs.
